Simplify the configuration of the limiter feature and optimize some codes
- Rename `message_in` to `messages`
- Rename `bytes_in` to `bytes`
- Use `burst` instead of `capacity`
- Hide non-importance fields
- Optimize limiter instances in different rate settings
