ci: pin emqx-buider 4.4-11
...
Centos/Rockylinux had troulbe booting because OpenSSL version
was too new (1.1.1n).
builder 4.4-11 has
* Centos7: libcrypto static-linked for Erlang crypto app
* Centos8: use default OpenSSL version which is OpenSSL 1.1.1k
