fix: rm unused module

`emqx_rule_date` was added before [v4.3.15-rc1]

The change was released in [v4.3.15-rc1] [v4.3.15-rc2]

And unused at [v4.3.15-rc3]

We just keep the module from [v4.3.15-rc1] to [v4.3.20] and remove this module in newer version
